A RESOLUTION
Referendum on State Mandates
WHEREAS, the State of Illinois has continuously
imposed unfunded State mandates on local governments;
WHEREAS, the cost of unfunded State mandates has
placed financial burdens on local governments;
WHEREAS, the opportunity to provide services is
• best determined by local officials; 4-
WHEREAS, the continued mandated programs from the
State eroded local control;
WHEREAS, the citizens of each and every community
have direct access to local governments;
WHEREAS, those citizens share local elected
officials' concerns about the cost for providing vital services;
WHEREAS, the General Assembly and Governor Edgar
have provided an opportunity for the people to speak this
election year;
WHEREAS, Public Act 87-0919 provides for an •
advisory non -binding referendum to be placed on the November 3,
1992 ballot which reads as follows;
"Should the Illinois General Assembly, in order to
stop increasing property taxes due to unfunded mandates
on local government, approve a Resolution for a State
Constitutional Amendment prohibiting the General
Assembly and Governor from adopting new unfunded State
mandates that impose additional costs on units of local
government?"
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS:
SECTION 1: That they do hereby unconditionally
support an affirmative vote by the
citizens of this community at the November 3, 1992
election. 41
SECTION 2: This Resolution shall be in full force
and effect from and after its passage
and approval in the manner provided by law.
