HomeMy WebLinkAboutRESOLUTIONS-1992-067-R-92• RESOLUTION 67-R-92 ENDORSEMENT OF THE EXPLORATION OF THE REDEVELOPMENT OF THE WASHINGTON NATIONAL SITE WHEREAS, maintaining and enhancing the tax base of the City of Evanston is important to the economic vitality of the community; and WHEREAS, the announced plan of Washington National Insurance Company to relocate outside of the City of the Evanston; will have an adverse economic impact upon the City; and WHEREAS, The John Buck Company has entered into a joint venture with Washington National Insurance to redevelop the site at 1660 Chicago Avenue; and WHEREAS, The John Buck Company proposes that the site be redeveloped as a multi -family residential high rise development; and WHEREAS, the Economic Development Committee has reviewed information regarding the proposed project; and WHEREAS, the Economic Development Committee endorses the exploration of the redevelopment project as proposed by The John Buck Company for the redevelopment of the Washington National site; the consideration of a tax growth contract concept; and the utilization of a Planned Development. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS: SECTION 1: That the City Council endorse a review of a tax growth contract concept; and SECTION 2: That the City Council encourage District # 65 and District # 202 to also review and consider the concept of the tax growth contract; and SECTION 3: That the City Council direct the Economic Development Committee to convene a Public Hearing to provide information and receive input from the community regarding the concept of the tax growth contract; and SECTION 4: That the City Council direct the Zoning Board of Appeals and the Plan Commission to consider any 67-R-92 • application for a Planned Development in a most expeditious manner so that a recommendation regarding Planned Development is forwarded to the City Council's Planning & Development Committee within 90 days. ^�ssi t a �8 .-at-, nn of the Ploa4mAed OL'.;vl,, r:..:.�..�-pr-eato. .moo acL I-erth in the -pro osnrl zoning .and SECTION 5: That the City Council direct the City Manager to initiate negotiations with representatives of the John Buck Company regarding a tax growth contract and that such negotiations include representatives or representation from District # 65 and District # 202; and SECTION 6: That the City Manager report a recommendation regarding the tax growth contract to the City Council's Administration & Public Work's Committee no later than the reports to the City Council from the Plan Commission and Zoning Board of Appeals regarding the Planned Development;_and SECTION 7: That the Economic Development Committee monitor all undertakings prior to presentation to the City,Coun611 and provide periodic reports as deemed appropriate by the EDC to the City Council; and SECTION 8: That the City Council shall undertake good faith efforts to render a final legislative decision with respect to the project before January 1, 1993.
