A RESOLUTION
Relating to Prevailing Wages
for Public Works Projects
WHEREAS, the State of Illinois has enacted "an Act regulating wages of
laborers, mechanics, and other workmen employed in any public works by the
State, County, City, or any public body or any political subdivision or by
anyone under contract for public works", approved June 26, 1941, as amended,
Chapter 48, Sections 39s-1 through 39s-12 of the Illinois Revised Statutes,
and;
WHEREAS, the aforesaid Act requires that municipalities ascertain the
prevailing rate of wages applicable within the locality of such municipality
for laborers, mechanics, and workmen engaged in the construction of public
• works,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS AS FOLLOWS:
SECTION 1: That in accordance with, and to the extent required
by Chapter 48, Sections 39s-1 through 39s-12 of the
Illinois Revised Statutes, the general prevailing rate of wages
is hereby ascertained to be the same as the prevailing rate of
wages for construction work in Cook County as determined by the
Illinois Department of Labor in its compilation of June 1, 1992,
a copy of which is attached hereto as Exhibit A.
SECTION 2: That nothing herein contained shall be construed to
apply said general prevailing rate of wages as herein
ascertained to any work or employment except public works
construction of the City to the extent required and as defined by
the aforesaid Act.

in the Office of the City Clerk of the City of
SECTION 4: That the City Clerk shall mail a certified copy of
this Resolution to any association of employers,
association of employees. or any person who has filed or who may
file their names and addresses requesting a copy of any
determination stating the particular rates and the particular
class of workmen whose wages will be affected by such rates.
SECTIONS: That the City Clerk shall file a certified copy of
the Resolution with both the Secretary of State and
the Department of Labor of the State of Illinois.
SECTION 6: That the City Clerk shall cause to be published in a
newspaper of general circulation within the area a
copy of this Resolution. and that such publication shall
constitute notice that the Resolution is effective and that this
is the determination of this public body.
SECTION 7: That this Resolution shall be in full force and
effect from and after the date of its passage
and approval.

The following list is considered as those days for which holiday rates of wages for work performed apply:
New Years Day, Memorial/Decoration Day, Fourth of July, Labor Day, Veterans Day, Thanksgiving Day, Christmas Day. Generally, - 1 ese
holidays which fall on a Sunday is celebrated on the following Monday. This then makes work performed on that Monday pa .ae
appropriate overtime rate for holiday pay. Common practice in a given local may alter certain days of celebration such as tr. zay after
Thanksgiving for Veterans Day. If in doubt, please check with IDOL.
EXPLANATION OF CLASSES
TRUCK DRIVER - BUILDING, HEAVY AND HIGHWAY CONSTRUCTION - EAST & WEST
Class 1. A -frame truck when used for transportation purposes; Air Compressors and Welding Machines, including those pulled by cars, pick-u;
trucks and tractors; Ambulances; Batch Gate Lockers; Batch Hopperman; Car and Truck washers; Carry Alls; Fork Lifts and Roisters; Helpers;
Mechanics Helpers and Greasers; oil Distributors, 2-man operation; Pavement Breakers; Pole Trailer, upto 40 feet; Power Mower Tractors;
Self -Propelled Chip Spreader; Shipping and receiving Clerks and Checkers; Skipman; Slurry Trucks, 2-man operation; Slurry Trucks, Conveyor
Operated - 2 or 3-man operation; Teamsters, Unskilled Dumpmen; Warehousemen and Dockmen; Truck Drivers hauling warning lights, barricades,
and portable toilets on the job site.
Class 2. Dispatcher; Dump Crets and Adgetors under 7 yards; Dumpsters, Track Tracks, Euclids, Bug Bottom Dump Turnapulls or Turnatrailars
when pulling other than self -loading equipment or similar equipment under 16 cubic yards; Mixer Trucks under 7 yards; Ready -Mix Plant Hoppe_
Operator; Winch Trucks, 2 Axles.
Class 3. Cump Crete and Adgetors 7 yards and over; Dumpsters, Track Trucks, Euclids, Hug Bottom Dump Turnatrailers or Turnapulla when pulling

Other Classifications of work:
For definitions of classifications not otherwise set out, the Department generally has on file such definitions which are available. If them
is no such definition on file, the Bureau of Labor Statistics SIC list will be used. If a task to be performed is not subject to one c:
the classifications of pay not oiit, the Department will upon being contacted state which neighboring county has such a classification an,
provide such rate, such rate being deemed to exist by reference in this document. Further, if no such neighboring county rate applies t:
the task, the Department shall undertake a special determination, such special determination being then deemed to have existed under this
determination. If a project requires these, or any classification not listed, please contact IDOL at 217/782/1710 for wage rates o:
