A RESOLUTION
State of Illinois
Income Tax Surcharge
WHEREAS, the Illinois Governor and the Illinois General
Assembly reached a budget agreement in July 1991 calling for the
continuation of the state income tax surcharge through June 30,
1993, and earmarking a portion of that revenue for local
government; and
WHEREAS, the City of Evanston relied on the good faith
of the State of Illinois to live up to that agreement and
subsequently included that revenue into the City's 1992-93 budget
and fiscal projections; and
WHEREAS, the Governor has proposed the elimination of
the local government share of the income tax surcharge effective
July 1, 1992; and
WHEREAS, without that funding the City of Evanston will
find itself $1,080,000 short of revenue for fiscal year 1992-93
and $1,620,000 on an annual basis; and
WHEREAS, the only way to deal with the revenue short
fall that would result from the discontinuation of surcharge
revenue will be to cut back on critical services, eliminate
necessary expenditures, or raise property taxes;
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY OF
EVANSTON, COOK COUNTY, ILLINOIS, urges the Illinois General
Assembly to reject this attempt to divert income tax surcharge

revenue away from local government and restore this critically
needed funding.
SECTION 1: This Resolution shall be in full force
and effect from and after the date of
its passage and approval in the manner provided by law.
