HomeMy WebLinkAboutRESOLUTIONS-2014-057-R-147/24/2014 8/11/2014 57-R-14 A RESOLUTION Accepting the Bike Plan Update and Providing Direction on Certain Elements in the Plan related Sections 9 Comfortable Corridors, Section 10 Policy and Program Recommendations, and Planned Improvements WHEREAS, the City of Evanston (the "City") has undertaken multiple complementary planning initiatives which as a result have earned the City of Evanston some of the highest recognitions for being a sustainable community such as the Silver Bicycle Friendly Community and 4-Star Community Rating; and WHEREAS, the City of Evanston Bike Plan Update dated July 2014 (the "Bike Plan Update") builds off of these previous plans guiding the City across the last mile to the 21.1 Century livability standards: place based economic development, active lifestyle options and sensible environmental stewardship, and establish safe biking connection with adjacent neighboring communities; and WHEREAS, the 2002 Bicycle System Improvement Plan which increased the City's investment in bike facilities as well as promoted biking as a viable transportation mode for residents today; and WHEREAS, the Bike Plan Update identifies ways to make bicycle routes on our roadways safe, comfortable and connected; this Bike Update Plan will serve as a guide for City staff, City Council, residents, and other stakeholders, as it continues to identify and implement future bike infrastructure investments; and 57-R-14 WHEREAS, the City Council desires to accept the Bike Plan Update and to provide specific direction to City staff in implementation of certain elements of particular focus in the near future, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVANSTON, COOK COUNTY, ILLINOIS, THAT: SECTION 1: The foregoing recitals are incorporated herein as findings of the City Council of the City of Evanston, Illinois. SECTION 2: The City Council accepts the Bike Plan Update recommendations as a guidance documents and directs staff to work cross - departmentally, in conjunction with,, City Council, appropriate boards and commissions, residents and neighborhood stakeholders to accomplish the following: A. Develop an implementation strategy on four specific recommendations listed in the Bike Plan Update Section 10: Policy and Program Recommendations, for review and consideration by the City Council in Fall2014, which includes: 1. Appoint a City staff member to serve as a "Bicycle Program Coordinator"; 2. Develop a coordinated bicycle parking program to focus on bicycle parking into bicycle and roadway projects, add additional bicycle parking along all bicycle routes, enhance the City website to serve as a portal of information, and to address several other recommendations contained within the Bike Plan Update; and 3. Develop certain education initiatives aimed at safety, security and awareness for bicyclists; 4. Delegate a City staff member to be a "Bicycle Marketing and Encouragement Representative"; and 5. Create a Bicycle Traffic Count Database to accurately track bicycle data over a period of time to address and anticipate trends in bicycle ridership in the City. B. Discuss and review with the Transportation & Parking Committee preliminary concepts for developing comfortable corridors in Evanston, as outlined in Bike Plan Update Section 9: Comfortable Corridors, in order to report to the City Council a methodology for identifying, -2- 57-R-14 designing and implementing safe and comfortable routes along certain selected corridors in Evanston, including but not limited to: 1. Chicago Avenue/Hinman Avenue; 2. Howard Street; 3. Asbury Avenue and Green Bay Road/Popular Avenue; 4. Maple Avenue/Noyes Street/Sherman Avenue; 5. Greenleaf Street; 6. Oakton Street/Callan Avenue/South Boulevard; 7. Sheridan Road and Engemere Court; and 8. Lincoln Street/Harrison Street/Lincol nwood Drive. Recommendations from the Transportation & Parking Committee will be reviewed by the Administration & Public Works Committee and submitted to City Council for final approval. C. Discuss and review with the Administration & Public Works Committee the new or improved bike facilities to be installed in 2014 - 2015 as listed in Bike Plan Update Section 3.4: Planned Improvements, including: 1. Dodge Avenue, from Howard Street to Church Street; 2. Sheridan Road, from Chicago Avenue to Isabella Street; 3. Davis Street, from Ridge Avenue to Mason Park and Church Street, with implementation of the bike lane to be designed to avoid elimination of existing parking and to avoid encroaching on parkways or adversely affecting existing trees; 4. Church Street, from McCormick Boulevard to Dodge Avenue; and 5. Chicago Avenue, from Davis Street to Sheridan Road. Final project approvals by the City Council will occur for these five projects only after this review.
